iPhone "Other" Question

I have read other threads on this, but here's my question:

Because I was trying to fix an unreasonable amount of used iCloud storage, I restored my phone (tried from iCloud backup and iTunes backup). Neither fixed my problem, but now I have a new one:

It shows 4.60 GB of "Other" on my phone. It did NOT show this right after restoring. I synced my photos and music, and it still showed just under 1GB. I went to bed, went to work, and now the 4.60 GB of other is there. Was this done during the iCloud restore? Any ideas?
