Iphone pages stop sliding when sliding

For a couple of days now , when i slide to get to the next page of apps , the page just stops and I can't click on anything. I can still move through the pages but wherever I stop that's where it stops , even mid page. Anyone know why ?

Ok now when I load apps it takes forever for them to load up. WTf is going on..
