Carrier Iphone preorder unlocked or wait til 19th

Hi guys!
I have some doubts, last year I bought my iPhone 5s on the store, but I pay the att full price cause I used overseas sometimes.
The question is this: can I preorder online the tmobile contract free, and use it with a overseas nano sim? Or it will have the 30 days wait?
Or should I just wait till the 19th and get the AT&T full price iphone?

It will be unlocked as long as you buy it from Apple.

Scroll to 'You'll love buying an iPhone from us'. It explicitly says prepaid plans (aka full price unlocked), yet when you drilldown it doesn't give you that option, except for T-Mo.

I am not sure how T-Mo works, but if you can pre-order the phone without a plan, then you should be good.
