iPhone Preorder with Apple Upgrade Plan Question

Last year I enrolled in the Apple IPUP (Verizon carrier) and now want to upgrade when the iPhone 8 is released. As this will be my first "upgrade" through the program, how does it work? Can I log in when the preorders go live or do I have to wait till they are actually available in the stores? I chatted and then talked to an iPhone sales rep and they both implied/stated that you could not do a preorder if you were part of the IPUP. Very confused - read through some of the threads here but just wanted a explanation of what my options are.

I remember couple yrs ago i was lining on launch day , and one guy piss off cause when his turn next and his carrier was verizon and apple employee say NO ,

Well I have always had Verizon and never had an issue with Apple or getting a new iPhone. But this is my first time with the IPUP and wanted to know what to expect. And if I could do a preorder.
