Check your carrier's return policy. Most take returns withing 30 days for a small restocking fee. If that's the case, buy a 4S now and return/ exchange for the next phone when it's released.

I'd get it now. If it really is announced the 12th, you'll still most likely have to wait until it is actually available anyway.
