I'm not sure if this is part of iOS or if it requires jailbreak, but I've seen two people with iPhones who seem to change some settings rather quickly with some on screen toggles that overlay an app or homescreen. If anyone can explain to me as to what this is it would be appreciated
 
The only way I know is to Jailbreak your phone, & install either Sb Settings, or Nc Settings.
There are others but these are the most popular
 
The only setting you can have on your iPhone Home Screen is the "Settings" app. All the rest is due to jailbreak.
 
No, Apple does not allow you to be able to do quick settings toggles on its phone unless.....you jailbreak

The two phones you seen were probably jailbroken.
