Iphone recognizing charger but wont charge

My iPhone 4 isnt charging, whenever i plug it into the wall or computer, where the battery displays it doesnt show the lightning bolt, it shows the plug like it is fully charged and it is still losing battery when it is plugged in. iTunes recognizes it as well, restored in DFU, and replaced the battery as well, still wont charge. Not sure why its losing battery too even though it is plugged in and recognizes that it is plugged in. I am completely lost.

Have you tried a different cable?

Also have you tried leaving ti connected for at least an hour?

Could be your dock connector?

i tried many different outlets and cables, different wall adapters and computers it is connected to, still no luck :/

Had this on a previous iPad, ended up being the plug part of the charger.
