I got my screen replaced due to dust under the screen, and when scrolling through text, it has a lag in refresh rate, and strains my eyes. I hear they have lower quality screens they use when replacing defective ones at the genius bar, is this true? Should I make an appointment with the Genius bar for tomorrow?

just make a appt and see what they say! it's either that or deal with it! and I had my 3gs replaced and it's been stellar every since!
 
A lower quality screen will have this effect. This is seen when repair shops use 'generic' screens versus "OEM" or Original Apple Screen.

The digitizer is basically a grid that senses touch. The finer the grid(more small boxes), the more sensitive it is to your touch. Think of it as a piece a graphing paper. Big squares vs. small squares.
