Every time I plug my 3gs in, the iTunes library is nearly completely resyncs; itunes deletes songs to create about 7gb of space and then proceeds to put the songs back on that it just deleted. this is a replacement iphone and it did happen with the one before so i would appreciate some advice

Sounds like database corruption or something. How long does this process take?

Time between syncing once and then unplugging and resyncing: a few seconds

then itunes updates mail, contacts, calender, applications etc. and then goes back to 'syncing iphone'. the striped bar then goes from being a smooth motion to a bit jittery. this, i assume, is the delete songs phase (i cant find itunes logs for syncing).

it then just proceeds with a normal sync, except it includes about 1000 songs this time, which take a normal amount of time to sync!
