iPhone Safari Doesn't Reopen with Tabs

Whenever I used to open Safari on my iPhone 7 it would load the tabs/windows from my last session. Now, it doesn't save that information and instead just opens to a window with the bookmarks. From looking online, I saw that this is an option which can be selected in the preferences/settings on Macbook, but I haven't been able to find anything about iPhone.

I've updated iOS to the latest version and reset all of the settings on the phone.

Does anyone have any advice?
