If you are unable to provide proof of insurance at the scene of an accident to a police officer, you will simply be cited for it. This is a "court-dated" ticket in which you aren't fined if you can show the court that you do have a valid form of insurance. If you can show you have insurance, the citation becomes null, no fine is paid, and everyone is happy.
