iPhone says 9gb available, iTunes says 75mb?

My phone says it has 9 gigs available, and I have ZERO pictures on my phone as I frequently back them up onto a harddrive. But when I plug my phone into iTunes, it says that my memory is almost full and I only have 75mb left, and that I have 600 pictures on my phone. Even my iCloud has zero pictures, so I'm not sure whats going on here. Anyone ever had this happen? Out of curiosity last night, I also did a clean restore on my phone, and just restores from iCloud and not my computer. Still nothing.
