So I have a situation, my elderly in-law totally forgot her iPhone screen unlock password, she does not back up her iPhone to iTunes or iCloud, is there anyway to restore or reset her screen password?

its an iPhone 7, I was never able to see her latest iOS version she had.

Unfortunately, there is no way to do this without resetting the iPhone.
