If I open the Settings app
tap Cellular
scroll down to the "Cellular Data" section,
in that section find the listing for "Settings" (that shows amount of data it has used below it)
and turn its switch to OFF,

what exactly is that doing?

[follow the steps above: I am not talking about switching off the "Cellular Data" switch]

I have had a problem for as long as I can remember (years) with slow loading of the "Cellular Data" section after taking the first two steps above. But I finally just hit upon that turning that "Settings" switch to OFF solves that problem. So after all this time, it appears to me that it is the use of Cellular data for the Settings app that has been the cause of this problem.

(I fairly regularly go there to use the on/off switch in that section for the Safari app, so it has always been annoying.)

I don't have any other iOS devices.
 
Anything in that section is what you’ve allowed to use your cellular data. Some settings use data so when you’re on cellular it will use cellular data.

Pretty self explanatory…

It’s a useful switch to toggle off some apps that use tons of data if you don’t have a big data plan.
For example: turn off cellular for YouTube and Apple TV app so they won’t work on cellular- only Wi-Fi.

Yeah, I'm talking specifcally about the Settings app, not the switches for other apps.

Yes, I get that the setting app will be using cellular data if I switch it on. I'm was trying to think of what settings would be impacted by not having access to cellular or wifi, as I assume the settings are stored on the phone. But I guess it is for backing up the phone.
 
PS: In the end, it doesn't matter, i guess-- apparently I spoke too soon about the problem being solved. Looks like it was coincidental. Tried it just now and the problem is back (having to wait for pinwheeling to stop before it loads up the Cellular Data section).

Because it’s recalibrating, so it’s totally unnecessary to disable and then reenable.

I’m joining the party a few days late — Some settings need to be communicated to different iDevices you may use, and apparently cellular data is one of the options for that. I know you have no other Apple devices, so for you the setting should be irrelevant. An example is (for me) I can set my Watch 5 to “Do Not Disturb” or invoke a Focus, and that is communicated to both my iPhone and iPad.
