iPhone showing full signal, but not receiving or sending texts

My iPhone 3GS on 4.3.2 (8H7) is showing full 3G signal, yet it's not receiving or sending texts. Nor is it letting me make phone calls or update apps. This is my 2nd iPhone that has done this and I don't want to make another insurance claim.

Does anyone know a fix? Or what is actually wrong with it?

I went to the Genius bar in my nearest Apple store and they couldn't help me because I had, done what they recommended, and restored my phone to try and fix the problem.

Why do they recommend you do this is it will get rid of the error reports??

I now have an iPhone that only works sporadically
