iPhone Shows "No Service"

Hello, I am having an issue with my iPhone 3GS. For some reason, it does not seem to be picking up a signal. I've tried using multiple AT&T sim cards and multiple T-Mobile sim cards (the phone is unlocked) and for some reason, I cannot get service. The phone detects the sim card though because once I remove it, a message comes up saying that there is no sim card installed.

I've tried resetting the network settings and restoring the phone.
