If we are to develop an app which sends the information to the native sms

app , what kind of api or techniques should be used.

should we use notification services? what does the notification services help us

achieve.

I don't understand what you are trying to do. You cannot add to, delete from or alter the users SMS database. The only thing you can do is invoke the compose SMS window.
