I tried to offload all apps etc but I still have a large amount of storage being used by system data and I am not sure how to remove it. Is it cache? My music library won’t download because of this as it thinks it does not have enough space. Two days ago the entire storage was filled. Almost like system data tried to eat as much free space as possible

System data used to be called ‘other’ in previous iOS versions. There’s a number of things you can do to clear a portion of that. Check out the link below:

I just did what you said but I still have 65 Gb of system data taken

System data will grow and shrink as needed depending on how much storage is on the device. On my devices I’ve seen it as low as 7 GB and as high as 50. Currently on iPhone (256 GB) it’s 22.76 GB and my iPad (512 GB) it’s at 50 GB.

You can try the steps at the following link and I’d add sync with a Mac or PC to the list, but I’ve found the only sure fire way to clear system data is backup and restore.

I would love to avoid having to factory reset my phone… it took me hours and hours of my time to set up all the apps and settings

You wouldn’t need to set up everything again. Just back up your data to iCloud or a computer, erase the phone and restore the backup. It would take about an hour, but everything would be all your apps and settings would be the same as before you did.
