How can I clear the system/other (bottom of photo) to clear up nearly 10GB of space?

You can't.

System is iOS so that's absolutely needed.

Other is usually cached data needed by iOS and apps and there's no way to clear it manually (short of erase all contents and settings).

You can try and restart your iPhone. That may be able to clear some system memory.

Also check your apps. Many apps continue to collect cache files each time you use them and never purge them and can't be purged except by deleting the app. The cache continues to grow and grow and grow. Really bad coding.
Eventually the cache can grow to several gigabytes of wasting space and the only way to get rid of the garbage is delete the app and download it again.
