Is it possible to connect my iPhone 5 to my wifi, and then mirror the screen to an Apple TV, but make the phone use carrier data?
 
No, the purpose of having wifi there in the first place was so the Apple TV and iPhone can communicate. The Apple TV is not connected to cellular.

Also, why disconnect it from wifi?

I figured it was a longshot, I'm well aware the Apple TV isn't a cellular device lol!

I'm behind a strict firewall at my house, and I need to be able to ssh and preform other tasks that use non standard protocol ports (ie, ssh is 88). But the iPhone screen is too small to do this by hand so I figured if I connected it to a TV it might work better.
 
true. it sucks there aren't any HDMI cables out for the iPhone 5 yet, as that would have been a great solution.

Just researched that too, it seems the official adapters from Apple don't even support video. Bleh :(
