iPhone to iPad apps

I just made the switch to iPhone. I already had an iPad. I am not signed into iCloud. But any app I download on my iPhone. Half of the, show up on my iPad? Since I am not signed into iCloud, why does this happen?

On your iPad:
Settings -> iTunes & App Stores -> Turn off automatic downloads for Apps.
