iPhone to iPad handoff/continuity

Got the GM of iOS 8 on both an iPhone 5 and iPad Air. Handoff is turned on, bluetooth is on, and I'm signed into iMessage/facetime on both devices with the same apple id. So why if I'm writing an email or open safari on my iPhone do i not got anything on my iPad lock screen in the corner to grab it? and how do i setup SMS relay? I was expecting this one to just work since its the GM of iOS.

EDIT: Got the icon to appear in the corner by turned iMessage on and off on my iPad, but still no idea how i get the phone to act as an SMS relay so i can text non iPhone people from my iPad.

If you read around a bit you can see that sms relay stopped working, probably Apple updating something on their end. As far as Handoff should work flawlessly, for me it does and i have the same device combination as you.
