I'm not sure if it is or not, but if it is not, I would expect ringtones to show up on all 22 iTunes stores of the countries which will launch the iPhone on July 11th.
I expect this verison of iTunes to be 7.7 and land between 6-9th of July.

The rights have already been passed, if the countries store has any sort of 'Music' on their store. All the ringtone functionality allows the user to do, is the cropping of the track. Therefore, if the country has an iTunes Music Store, theres no real reason why they shouldn't have access to ringtones.
I do however realise that Apple like staggered releases of so-called 'new' features within iTunes so I'm not holding my breath in that sense.
