iPhone Upgrade Program trade in kit

I received my iPhone 8+ on launch day but I still haven't received my trade in kit for my old iPhone. Apple's website says it was supposed to be delivered yesterday but Fedex tracking just says "label created". I tried contacting Apple Support and got hung up on 4 separate times. Can I just return the phone to an Apple Store? I don't want to be liable to pay back the loan on this phone when I'm not using it and just want to return it but am unable to.

edit--just checked online tracking and it FINALLY shipped. Should be here Friday.

I got my 8+ on launch day and received my kit on Teusday 9/26. Just gave it to Fedex today. I would call them to have them send it out. I don't think the stores are setup for IUP returns this year.

For what it's worth I ordered 8 Plus's on Monday evening, received them Wednesday morning, and Apple sent the "it's shipped" for the TradeKit with delivery date same as the iPhones, but FedEx has them out today on Thursday.
