I looked into buy an iPhone the other day, and the 4g 16gig was at $99. My wife just got a job that gives us a nice discount on our services and equipment upgrades so I figured I would add it to drop the price of the iPhone down even more if possible. Instead of dropping the price it actually raised the price of the iPhone up to $199. Is there anything I can do to drop it down to the $99 again, or am I just screwed?
 
I believe you are mistaken (perhaps you were looking at the 3GS and not the 4).

Do note that while you do save money with the FAN discount, if you pay ~ <$90/month for your service it will take longer than 1 year to be eligible to upgrade at the fully subsidized cost.
