Iphone V1 - Itunes U.S Activation

I've been using my US iphone V1 (jailbreak..) since 1,5 years in europe with a french provider.

Moving back in the states and I was wondering if I do restore my phone with 2.2 OS and put the ATT card and plug it on itunes will iTunes show me the online activation and what will be the rate plan?

The price will be the same as the 3g?

The current AT&T data plan is $20 per month v. the 3G data plan which is $30 per month...
