I upgraded to iOS 7 on my iphone 4s recently and I noticed that my iphone keeps vibrating every 5 minutes sometimes but I'm not receiving any new email, txt, notifications etc.. The only thing I notice is that my iphone is below 20% power when this happens.. Is is something else ?

Note the placement of your finger. I had iPhones in the past that had semi-broken vibration toggles that would set off by themselves when you jiggle the button around or hold the phone near that area.

Same thing happened to one of my previous iPhones - although just a slight shake of the phone resulted in it vibrating too. :(

maybe u have notifications for some app disabled except for sound and u have your phone on vibrate so u cant tell it is an app but it is still doing it.
