Is there a way to tell my iphone (ios7) to only display icloud contacts? I don't really see the point to maintaining two separate databases of contacts.
 
I think you can point your icloud or email settings to sync contacts. I have 3 different emails but only contacts sync to icloud.

I'm doing this already. It results in having a single contact in the iPhones list, with two separate "linked contacts." It doesn't appear to be doing any actual merging. Can't i do something to only have one record per person in my contacts?

Unsync them from whatever email, Facebook or etc. is adding the dupes.

I had that problem and it was from syncing both my gmail and iCloud contacts. In the settings, I turned off the syncing for the gmail contacts.
