iPhone won't connect to iMac

Just got a new hard drive and had Mojave installed. Plugging my iPhone into my computer gets me this dialog box "Do you want to allow this computer to access information on this iPhone?" I keep pressing allow and it flashes another box real quick to allow from my iPhone but my iPhone has nothing on it, just keeps making a sound like when its first plugged in. It just keeps doing this non-stop until I unplug it. Any ideas?
