Iphone wont start up

When i start my iphone the apple logo comes up and stays there, then after a while a circle comes up and when it's gone one lap it restarts and does the same, how can i fix this?

That didnt work, it wasnt in recovery mode, it was in some other crazy ****.. like showing the apple logo and having a circle below it.. but anyways it had to home+hold it off and press the home button while i plugged the cable in, then it went in recovery mode and i could reset it with itunes.
