For the past few weeks my camera has pics coming out like below. It seems that anything that has to do with lights there is a big blur. Anyone know the issue or a fix? I have done many of the basic recommended things so far but nothing is working.

Don’t know of a fix, but 2 of my prior iPhones (5 & 6S) both had camera issues & Apple replaced them both with a new phone. I recall with one of them, they attempted to replace the camera module, but the adhesive would’ve damaged surrounding components, so they just gave me a new (refurb?) phone.
 
This may seem obvious, but you don't say what obvious things you've done....are you sure the lens does not have a film on it. Try a soft cloth (like you'd use to clean eyeglasses) to clean the lens and see if that helps. Sorry if you've already done this, and not meaning to insult your intelligence, but sometimes I've forgotten myself the most obvious fix to a problem.

If that isn't the issue, then it is likely a hardware problem and Apple will need to take a look. Does the selfie camera work ok?
 
Well, the iPhone X does happen to have two rear-facing cameras. So this is probably going to be a bit of an oddball suggestion: Hit that 2x zoom button in the Photos app to switch to the zoom lens, and see what happens. If the streaks go away, than you're in luck, because you just narrowed the problem to the optics of the wide-angle camera. Of course, this isn't actually a solution to the problem -- but until you can get it properly fixed, it at least allows you to take passable photos with that zoom lens.

If this turns out to be the issue, (and of course, as Vine noted, if we are assuming that the obvious things you've already checked include a proper cleaning of the optics and removing the iPhone from any external case you might have on it) than you will almost certainly have to go to an Apple Store to have it serviced. Just try not to be too offended when the first thing they do is whip out a cloth and attempt to clean it. ;)

Thanks for the replies so far. I have wiped it and taken the case off. I will try to 2x zoom option i haven’t thought of that before. I will try this tomorrow. I work for a car dealership and do all the pictures for our website i always used my iPhone but then this recently started happening.
