iPhone X Incessant Advisory

Had all the new iPhones from 5 up to X but never had any issue appear, as

seen on the enclosed screenshot. Anyone know how to get rid of it? Possibly related to it is I cannot update to iOS 11.1 because iCloud is still "restoring" which is not correct. Any advice?

You have some apps that are no longer available for purchase.
If you look around your phone you’ll see them marked with a cloud icon that they didn’t download.
Just delete them and the warning will go away.
