iPhone X storage report compared to iTunes

On my iPhone X it says in Settings>iPhone storage I have about 10Gb free.

Plugged it into my iMac for iTunes, did a sync and says on the bottom bar I have 28Gb free...?

Which is it? Why the difference? What's going on?
