IPhone X voicemail stops playing when raised to the ear

I can listen to the message via speakerphone, but as soon as I raise the phone to my ear, it stops. It does this no matter how the "Raise to Listen" setting is switched.

Iphone X on the latest ios14 but it has done this for a while.

I hit play, it starts, I raise the phone and it has stopped right at the second mark when it was put against my ear.
