I always buy the latest iPhone but can’t justify another 1k for a phone. My partner has the XR can’t see much difference over it other than it’s bigger.

So if I buy the 2019 XR what will it be a decent upgrade? I’m not fussed about OLED but the square camera and new processor is appealing and maybe more storage? Can we expect any other improvements over the 2018 models than 2019? I heard pencil support?

My only concern is I find the XR quite big so I would like another XS but it’s not worth it for just a third camera? The 2019 XR will surely have better over all picture than any of the 2018 iPhones including the XS?

Frankly, you're asking this a few weeks too early. We've heard numerous rumors over the past few months and especially over the past few weeks. Historically, some rumors and leaks have been spot on, meanwhile, some have been way off or just downright wrong, too. Until we have the official announcement, none of us are sure what's going to be truly accurate or not. I think it's best to hold off and wait for the official announcement.

The 2019 R model will be adopting most of the XS features, including 4GB RAM and 4x4 MIMO.

Compared to the XS, the only benefits are expected to be front camera (12 MP), bilateral wireless charging, improved Face ID, and A13. It's a big upgrade compared to XR, but not for XS owners.

True but always better to have a 2019 model than 2018 I have never stuck with my iPhone for two years.

Yes, it’s been rumoured multiple times over many months now. It’s pretty much a dead cert at this point.

EDIT: never mind just saw your post above..

Anyway the XR May get reverse charging too, but I’m not sure of what else? iOS 13 apparently improves Face ID speed so that may not be improved much.
 
I doubt the next generation XR will even be a decent upgrade compared to your XS. I don't think either that Apple will change up the entire formula of the -R phones after just a year of them existing (and selling so well!). It will likely be this "dead certain" multiple camera addition added onto what already exists in the winning 'R' formula.

I echo what three says. You will find out the details in a few short weeks, and there's little point making a decision now when the product doesn't exist yet. As I said, I think the XS you have now will be a keeper especially if the larger size of the XR is a challenge for you.

Why? [And I ask genuinely]. Does this make a discernible difference to anyone using an iPhone that really doesn’t have any knowledge about OLED?

For me the OLED screen looks different. Especially Lines (horizontal/vertical) don‘t look very sharp to me on this pentile screens and white areas look not as clear as on a RGB LCD.
 
Apple implementation of OLED on Xs Max has been nothing short of amazing.

Would definitely take Xs Max over 2019 Xr.
