iPhone Xr question

I'm brand new to the Apple world. Anyone know if the Xr will be available sim free from Apple initially. The website doesn't show that as an option. Also, is there any disadvantage to getting an iphone from Verizon and then wanting to switch to At&T once it is unlocked, will it work as well? Thank you all
