I got the xs Max 64 GB gold At&t at launch the battery health in the battery setting shows 99% and a week ago it was at 100% is this completely normal behavior ?
Battery health is dependent on some factors: charging cycles and heat are probably the two most prevalent. Based on your 1% in this many months I don’t think you will lose more than 1% till September.

You’re upgrading in a couple months, and since you’re using the iPhone upgrade program, you’re presumably turning the old phone in. I just have to ask, why does it matter if the battery health drops a few more percent?
