I recall safari refreshing was a huge issue back before iPhone 7 was introduced....but didn’t they increase the ram to 3gb for iPhone 7? I think my safari stopped reloading with that phone. My X last year had issues reloading safari though, and now my Xs max refreshed my tabs all the time too...does this happen to anyone else?
 
How many tabs are you leaving open? How long are you going before revisiting them? Bear in mind the whole OS and all apps are sharing 4GB so it’s not surprising some older tabs might be ejected from RAM to free some up for other uses. iOS is quite RAM efficient, and 4GB is a decent amount, but ultimately to keep things running smoothly the OS needs to prioritise things above keeping old safari pages loaded.
