Can the iphone xs max running ios 12.1 beta 2 be rolled back to ios 11.3.1? Can the iphone xs max can even be rolled back to ios 11.3.1 since it was shipped with ios 12? I apologize in advance if this has been asked before.

No. Only iOS 12.0. Cannot go to an OS that it didn’t ship with. Plus 11.3.1 is not being signed anymore.
