Iphone4 Cellular Network Restricted?

hi guys...

i just got myself a 16gb iphone4, factory unlocked. im in india and am on vodafone network. i am not being able to get any network on it . . everytime i choose a network i get a message saying " cellular network is restricted"

any idea why is this so ?

Have you tried plugging it into iTunes? I'm going to assume you have already to activate but...sometimes with factory unlocked phones they need to be activated with the carriers card through iTunes. There may also be a carrier update available through iTunes. Just a thought.
