When iPhone4 was revealed with separate volume +/- buttons instead of a rocker, some people speculated that these buttons would have different functions in different apps?

Do they?

For example, what do they do in the camera app? Zoom in/out? Or do they still change the ringer volume like in the previous generation iPhones?
 
No function for the camera app. When I was JB, the volume + was used to launch quickreply, so im always constantly pressing it.

Ringer volume makes no sense in the camera app. It's not like those buttons are exclusive to the ringer. When playing music, it changes the music volume and when in a call, the call volume.

Does it also change the Pandora app's volume with the app running in the background?

It would work well for zoom in/out in video recording and the same or a shutter button for the still cam.
