Got a used iPhone4 and you have to push pretty hard on the volume buttons to get them to work.
It seems as if the internal button (the one on the board inside) is not fully functional.

Has anyone else had this?

Are the buttons on the board replaceable?
 
nope no issue here. if you think it's a issue see if you get it looked at the Apple store. pr if you know somebody else with a I4 try theirs.
 
Well wait now you guys, the OP may have a withered hand, those little buttons can prove a bit difficult to push in that case.
 
Sounds like the one you have might have gotten something inside the button, mine is fine, and I am on second iPhone 4 - neither one had this issue.
 
On a serious note, is your iPhone 4 in a case/bumper? This can sometimes make the volume buttons hard to press.

The actual button switches inside the iPhone 4 are not switches on the actual PCB, but are on a ribbon connector which is clamped into place with two screws.

Has your phone been converted to white recently, or any internal modifications/repairs taken place recently?
