iPhones don't upgrade

Our 2 iPhones are not upgrading, while my iPad is. When I tap on Update All, the update field next to each app moves right and then goes back to original position. Other times I get the circler with square inside, but nothing moves. Safari works just fine, so it's not the connection. I rebooted the phones, nothing changed. Latest version of iOS 9.

Any suggestions? Thank you :)
