At home, I have 1 Mac and 3 PCs.

I have a networked ext. HDD where I keep all of my images.

Using iPhoto 09, can I make a library but keep the files in the original location so that other PCs on the network can view the files as they do today?

It was quite annoying (at least for me) to use iPhoto because it doesn't even open up an image without adding it to the library!

Heya

Will just answer one part of your question.

Iphoto can share pictures without importing pictures from another MAC.
Just share the library.

But with PCS,i googled and some say you should "share" the "iphoto library" ,"originals" folder.
Normal windows function right.

Hope that helps
