iPhoto - import

Each time I launch the iPhoto application it gives me the alert “23 photos have been found in the photo library. That was not imported”
My photo events reside on the external drive – which I imported from a portable drive.
For each recovery it creates a recovered photos folder but it is always blank.
Any idea how I can resolve this?
