Iphoto not importing all items

So my fiancee has an iPhone SE and iPad Pro 9.7.

her iPhone keeps saying she low on space as 1.86GB free.

So we decided to backup her photos to her gen1 MacBook Air.
It is running El Capitan and is very slow but does work just slowly.
The air has had a fresh el captain install.

So plug in iPhone and iPhoto asked if we want import the photos, it says 127 photos/videos.
However there are 588 on the iPhone mostly of the cats.
Why does it not import them all?

So tried the iPad Pro this has 368 photos on it, but iPhoto says 140 to import.
but it will not import any, after an hour the progress bar had still not progressed anywhere.

was not able to stop the import, or quit iPhoto.
Had open monitor in utilities and force close the iPhoto processes.

Any idea why iPhoto will not import them all?
gonna try sync iOS app one evening and see if any better.
I used it before and seems more reliable than iPhoto and iTunes

Instead of using iPhoto or Photos to import photos from the iPhone or iPad, open Image Capture, attach the phone and or the iPad. That should work.
