I keep my iPhoto library on an external hard drive to save space on my internal hd, does that affect the performance of iPhoto? Does it make it any slower?

Depending on the external connection method and drive speed, probably. Although, some USB 3 external drive are close to as fast as an internal.
You could run a disk speed test app against both drives to see how much difference there is.
