In previous versions of OS X iPhoto would save my monthly photo streams to my iPhoto library. I noticed since I upgraded to Yosemite this is no longer happening. Is this related to the iCloud Photo Library? Will this be fixed when the Photos app is released?

If you have iCloud photo library enabled, then yes, this is probably why. In settings on your iOS devices, under Photos & Camera, if 'Upload to My Photo Stream' is turned on, then this will save monthly photo streams, like before. Once the Photos app comes out on Yosemite, this will change, as the new app will use iCloud Photo Library instead, meaning all photos are on all devices, as advertised at WWDC.
