I currently have my iPhoto synced with my iPhone and have my photos imported into it.

If I plug in my fiancee's iPhone and sync it, can it be done without issues, or will it be like iTunes and wipe everything?

Do you mean just plug your fiancee's iPhone into iPhoto? That won't "sync" and wipe like iTunes does, it will just "import" the photos.

Ok cool, thanks, that's exactly what I wanted to know.

Do you know if it will create a separate library, or will it merge it to my existing one?

Additionally, if I create a different OSX account log in, will that keep the photos separate from mine?

It will just add the photos to the existing library.

Yes, if you make a new account then login and import them there they would be entirely separate. You don't need to go to all that trouble though. Just follow this to create a second iPhoto library and import them there.
