I have my iPhoto library on an iMac. Just added an Airport Extreme and Macbook. Able to share and view photos on the Macbook only when iPhotos app is open on the iMac.

This doesn't make sense to me that the app must be open to share photos. Is there any other way for the Macbook to access the iMac iPhoto library?
 
The reason your iMac has to be on is because the iPhoto library is on the hard drive of the machine. In order for the HD to spin the iMac has to be on.

You could plug an external HD to the AP Extreme and move the library onto the HD.
